International Maritime Organisation finds wiggle room for scrubbers

ALTERNATIVE mechanisms for sulphur emissions control have been were agreed to recently by the UN`s International Maritime Organisation (IMO), reports London`s Tanker Operator.

Draft amendments to the Marine Pollution (MARPOL) Annex VI on bunker delivery, they are intended to make room for fuel oil that does not meet low sulphur requirements.

While not meeting strict UN standards, bunker supplied to a ship is subject to `equivalent means" of mitigation, eg, abatement technology, such as scrubbers - to reduce sulphur oxide emissions.

The amendments will be forwarded to the Marine Environment Protection Committee (MEPC 70) in October 2016 for approval.

The sub-committee also agreed draft guidelines for on board sampling for the verification of the sulphur content of fuel used on board for consideration and approval.

The guidelines give an agreed method for sampling to enable effective control and enforcement of fuel used on board ships under the provisions of MARPOL Annex VI.

The sub-committee also agreed draft unified interpretations to the NOX Technical Code 2008 related to the approval of selective catalytic reduction systems to meet NOx standards, for submission to MEPC 70 for approval.
